Is Serbia stabbing Russia in the back again after weapons deliveries to Ukraine, as President Vucic promised to help rebuild Ukraine after meeting with Zelensky?

Serbian President Aleksandar Vucic made his first official visit to Ukraine on June 11, since Russia’s full-scale invasion in 2022.
The meeting took place in Odesa during the Ukraine – Southeastern Europe Summit, where several regional leaders joined Ukrainian President Volodymyr Zelensky.
During the talks, Vucic emphasized Serbia’s willingness to contribute to Ukraine’s future reconstruction. Despite this gesture of outreach, the Serbian president chose not to sign the final declaration, in which participating countries expressed support for sanctions against Russia and Ukraine’s “Peace Formula.”
The meeting drew attention as Vucic has previously been criticized for maintaining a neutral stance toward Moscow, but the visit was seen by many as a step toward a more balanced position. Zelensky expressed appreciation for Vucic’s participation, though differences over Russia remained clear.
The visit to Odesa marks a symbolic shift in Serbia’s relationship with Ukraine — but also highlights its cautious balancing act between East and West.
A few weeks ago, Russian intelligence claimed to have evidence that Serbia, secretly through various Serbian arms supplier companies, had been able to provide weapons to the Ukrainian regime in the war against Russia.
In many places — not least in Russia but also domestically within Serbia — these actions by the Vucic regime are seen as “betrayal” and “treason” against Russia.
Many users online have labeled Vucic a “two-faced snake” and accused him of betraying Serbia’s traditional alliance with Russia.

Regarding Vucic’s meeting with Zelensky, Russia has not made any direct public criticism of the meeting itself. Officially, the Kremlin is monitoring Serbia-Ukraine relations but has not openly criticized Vucic for the visit.
Vucic has recently faced large protests across the country. Sparked by a tragic building collapse in November 2024, demonstrators — mainly students and civil groups — demand political reforms, accountability, and greater press freedom.
Despite Vucic’s warnings and police actions, protests remain widespread.
